First mentioned in chapter 443, when the latest expansion introduced skills' Completion Rate as part of the combat system.

Description[]

When players activate their Skills or Spells, they are required to follow the movements or required gestures in order to release the skill. Depending on their comprehensive skills, they will receive a percentage notice on the skill or spell usage.

Ordinary players’ Skill Completion Rates usually ranged between 50% and 60%, and players at this standard were considered beginners. Players with 61% to 70% Completion Rates were elites. Meanwhile, those who achieved 71% to 80% were experts, and 80% to 90% was the domain of top-tier experts. Players who could reach Completion Rates above 90% were as rare as a phoenix’s feather.[1]

When a player reach an 85% skill completion rate, they will be able to exhibit 100% of the Skill's effect.[2] When players reach a 100% skill completion rate, they will be able to exhibit 150% of the Skill's effect and gain more Skill Proficiency. [3] When a player reaches 101% skill completion rate, they will be able to exhibit 170% of the Skill's effect. [4]

Players can reach at least (and probably at most too) up to 120% of a skill's completion rate [5]

Completion rate/Skill's effects [6] [7][8]:

56% = 69%

69% = 83%

74% = 89%

76% = 90%

83% = 97%

85% = 100%

90% = 110%

92% = 125%

95% = 135%

100% = 150%

101% = 170%

The difference between 100% and 101% appears to be huge.

Sequel[]

"As an ex-Tier 4 player, Su Qianliu could cast her Spells with a 90% Completion Rate on average and 95% at best previously. However, after receiving the Mana Equipment Set’s bonuses, she could cast all of her Tier 3 Spells at 100% Completion Rate, with some even reaching up to 102%.

A 10% increase might not seem like much, but beyond 85%, every 1% increase in Completion Rate would improve a Skill or Spell’s effects by at least 10%. That number would increase to 20% or higher past the 100% Completion Rate threshold.

In other words, Su Qianliu had the effects of her Spells improved by at least 100% after putting on the Mana Equipment Set." [9]

When using Tier 6 Skills and Spells, the average Tier 6 expert in God's Domain could only achieve a Completion Rate of 80%. Even those who had reached the fourth-floor standard could only advance their Completion Rate to 85%, enabling their Tier 6 Skills and Spells to exhibit 100% of their effects.

Meanwhile, once a Skill or Spell's Completion Rate reached 85%, every subsequent increase would improve the Spell significantly. If a Tier 6 Skill or Spell reached a 100% Completion Rate, it could exhibit as much as 200% of its original effects, allowing it to exhibit power rivaling Tier 6 Taboo Skills or Curses.

And if a Tier 6 Taboo Skill or Curse achieved a 100% Completion Rate, it could exhibit power rivaling the attacks of Ancient Gods.

By design, it was incredibly difficult for players to achieve 100% Skill and Spell Completion Rates in God's Domain. This was especially so for high-tier Skills and Spells. Even fifth-floor experts would have difficulty achieving a 100% Completion Rate with their Tier 6 Skills and Spells. As for those who could go beyond 100% and achieve the theoretical limit of 120%, they were as rare as a phoenix's feather.

Of course, for those who achieved a 120% Completion Rate with their Skills and Spells, their journey wasn't over. After all, 120% was only the theoretical limit of Skill and Spell Completion Rates. In reality, it was possible to go beyond 120% and enter the Overlimit territory. Once a Skill or Spell achieved the Overlimit standard, it would gain the power to break the limitations of its tier. In the case of a Tier 6 Overlimit Skill, its power would be no weaker than that of Pseudo-Tier 7 Skills.[10]

Mana was the driving force behind Skills and Spells in God's Domain. Most of the time, fifth-floor experts would be stuck at around 90%. There were two reasons for this. Firstly, Tier 6 Skills and Spells required very complex mana control, far beyond anything required to use Tier 5 Skills and Spells. Secondly, it was because the strength of their mana was lacking.

As the tier of Skills and Spells increased, so would their mana cost. The mana cost of Tier 6 Skills and Spells was horrendously high; most players couldn't use Tier 6 Skills and Spells with only their own mana. More often than not, they had to rely on external mana. It was also why they could not achieve high Completion Rates with Tier 6 Skills and Spells. After all, external mana could not be controlled as easily as one's own mana. Hence, Skills and Spells executed with the help of external mana could not have high Completion Rates.

However, so long as players could meet the mana cost of their Tier 6 Skills and Spells, they could drastically increase their Skill and Spell Completion Rates.[11]
